SABA (سبأ).  m.  Arabic name meaning "wine imbiber," from saba (wine).  It is the same as the Hebrew name below. (A New System, or, An Analysis of Ancient Mythology, Bryant, 1776)

SABA (סבֶא).  m.  Hebrew name meaning "wine imbiber," from sabho (to drink freely).  It is the same as the Arabic name above. (The Cyclopaedia of Biblical Literature, Kitto, v.2, 1851)

I should be inclined to consider Saba as a descendant, but not as the son of Joktan.  The sacred historian probably named Saba, because he was the first of the posterity of Joktan, in the line of Yarab, who had become distinguished in the Arabian annals...
